By admitting "underdeveloped" (subdesarrollado, by Cuba's own self-definition) extra-European states as members, the CMEA was confronted with the problem of massive economic inequality among its members on a global scale. The CMEA's "Fundamental Principles of the International Socialist Division of Labour" (1962) feature "aligning the developmental level of the CMEA countries" as an objective. The integration of extra-European members thus endowed this organization with a task of international development in the sense of achieving economic convergence. In this international exchange of current research we aim to examine a largely forgotten strand of international economic relations and of international development policies - the political economy of the relations between the CMEA's extra-European members and this organizations' European center. Recent and ongoing research is to be put into communication with our research project: Entanglements between Cuba and the GDR: mobilities, exchanges, circulations within the Council for Mutual Economic Assistance, FWF/Austrian Science Fund, Wien. The main question line is how the economic organization of the European Community of Socialist States emerged as a "development agency" in the course of its "globalization" into a (following its self-designation) "Socialist World System". Thus, we shall try to identify instruments applied to accomplish this task. We shall also discuss the question to which degree, if at all, we may actually purposefully speak of a "Socialist World System" endowed with a - European - center and an - extra-European - periphery. Durch die Aufnahme von - wie sich Cuba selbst bezeichnete - "unterentwickelten" außereuropäischen Ländern wurde der RGW mit dem Problem großer wirtschaftlicher Ungleichheit unter seinen Mitgliedern auf globaler Ebene konfrontiert. Die Grundprinzipien der internationalen sozialistischen Arbeitsteilung gaben 1962 eine Angleichung des Entwicklungsniveaus der RGW-Länder als Zielsetzung vor. Damit wurde implizit eine Aufgabe internationaler Entwicklung auf globaler Ebene gestellt. In dem Internationalen Forschungsgespräch wollen wir diese weitgehend vergessene Seite der internationalen Wirtschaftsbeziehungen und der internationalen Entwicklungspolitik untersuchen - die wirtschaftspolitischen Beziehungen der außereuropäischen Mitglieder des RGW zu dessen europäischem Zentrum. Neuere Arbeiten sollen in Kommunikation mit dem Forschungsprojekt: Verflechtungen zwischen der DDR und Cuba: Mobilität, Austauschbeziehungen und Kreisläufe innerhalb des Rats für Gegenseitige Wirtschaftshilfe, Fonds zur Förderung der wissenschaftlichen Forschung, Wien, gebracht werden. Zentrale Fragestellung ist, wie sich die Wirtschaftsorganisation der europäischen sozialistischen Staatengemeinschaft im Zuge ihrer Globalisierung als, ihrer Selbstbezeichnung zufolge, "Sozialistisches Weltsystem" zu einer "Entwicklungsorganisation" wandelte und welche Instrumente zu diesem Zweck eingesetzt wurden. Aber auch die Frage, inwieweit wir überhaupt von einem "Sozialistischen Weltsystem" mit einem Zentrum und einer Peripherie sprechen können, soll diskutiert werden.
