Nationalities and Pluralism from Old to New Worlds. East Central Europe and Post-Soviet Countries: Nations, Nationalities, Culture, Religion, History and Politics

The Studium Europy Wschodniej Uniwersytetu Warszawskiego ( The Centre for East European Studies of Warsaw University) and the Association for the Study of Nationalities are organizing a Special Convention to be held in Warsaw, July 18-21, 2004.
The Centre for Eastern Studies (OSW - Osrodek Studiow Wschodnich) is the hosting partner of the Special Convention. It is a Polish governmental analytical institution entrusted with monitoring the current political, economic and social situation in Central and Eastern Europe, The Balkans, the Caucasus and Central Asia.
THE Warsaw Special Convention will be held under the distinguished patronage of the Rector Magnificus of Warsaw University, Professor Piotr Weglenski.

Participants from all over the world, especially experts on Central Asian, Caucasian, Russian, East-Central European and Balkan affairs are expected to take part. We expect a large number of scholars from the countries of the former Soviet Union, Eastern and Central Europe and the Balkans.

Please note that this Special Convention is distinct from the ASN Annual World Convention, which will take place at Columbia University, New York, on 15-17 April 2004 (www.nationalities.org).

The main theme of the Convention is the fate of nationalities and of national and nationalist ideas in a world of globalization and economic and political integration. This includes the relation between national ideals and the process of transformation in Central Asia, the Caucasus, East-Central Europe and the Balkans, the question of political change and democratization in the post-Soviet area, as well as the prospects for systemic change in the post-communist world.

The Convention will be held just two months after Poland and the other more advanced countries in the region join the EU while many other post-communist states continue to move back to authoritarian rule, twelve years after the fall of Communist system in East-Central Europe.

The Warsaw Special Convention will consider proposals on topics related to national identity, nationalism, ethnic conflict and state-building in Central and Eastern Europe, the former Soviet Union, and adjacent areas. The Convention invites proposals for individual papers or for complete panels.

The Convention is inviting submissions of recent documentaries or feature films and available in video (VHS or DVD) format. The videos selected for the convention will be screened during regular panel slots and will be followed by a discussion moderated by academic experts.

The last Special ASN Convention, held in June 2002 in Forli, Italy was organized by The Centro per l'Europa Centro Orientale e Balcanica, University of Bologne.

Location
The Convention will be held at the Warsaw University campus in the centre of Warsaw, at Krakowskie Przedmiescie street. The campus is formed by the complex of classical buildings, most of which were built in 18. and 19. centuries in order to satisfy the needs of Warsaw University and other educational institutions. The main edifice, King Casimir's palace, was built in the first half of the 17. century. Warsaw University itself was fouded in 1816. The location is surrounded by silhouettes of baroque churches, situated along the Royal Way, in the vicinity of the Royal Castle and the Old City.

Schedule
The convention will begin on Sunday evening, July 18, and end on Wednesday evening, July 21, 2004.

Paper/Panel Proposals
The application forms are attached at the end of the Call for Papers. Proposals must be e-mailed to Jan Malicki at asn.studium@uw.edu.pl with the subject "Forms". Please note that participants with individual papers will also be brought together into panel groups. The word "panelist", used further in this text, refers both to participants with individual papers or participants in panel proposals. All proposals will be examined by the Studium's and the ASN's Convention Program Boards.

All proposals, for individual papers and panels, must be written in English. However, in exceptional cases, the convention organizers will allow some presentations to be delivered in Polish, as long as a comprehensive written summary in English is made available to the audience.

Registration fees are:
1. Western countries
- ASN members - 45 €
- non-members - 60 €
- students - 30 €
2. Poland
- scholars - 25 €
- students - 10 €
- students and graduates of the Studium Europy Wschodniej- free of charge
3. East Central European EU countries and Russia
- scholars - 20 €
- students - 10 €
4. Central Asian, Caucasian, East European and Balkan countries
- scholars - 10 €
- students - 5 €

All panelists must pre-register by May 15, 2004. Pre-registration can be done electronically, by fax, or by regular mail. The registration form can be downloaded from www.uw.edu.pl. In case of cancellation before May 15, 2004, a refund of the registration fee is possible. After that date, the organizers will not accept any requests for refund.

Accommodation
Our web site will provide, beginning from February 15, 2004, a list of several hotels in various price ranges for those who pay for accomodation. Participants will also have the opportunity to consult the Convention organisers' staff . They are strongly encouraged to reserve as early as possible.

Funding
Participants from the West, from East-Central European EU countries and from Poland are responsible for covering all travel and accommodation costs.

Panelists from the Central Asian, Caucasian, East European, Balkan countries and Russia may be offered:
1. a full refund of accomodation costs in a Warsaw University student hostels (ab. 200 beds)
2. a free of charge accomodation in private appartments belonging to the Studium's scholars, students and administration staff (ab. 30 beds)
3. a partial refund of accomodation costs in hostels and other unexpensive lodgings (ab. 100 beds)
4. the Studium's plenipotentiaries in Belarus and Ukraine will organize, for those interested, an economy bus transport from Lviv and Brest to Warsaw
5. a full refund of accomodation and travel costs in case of 20 prominent participants from Central Asia, the Caucasus, Eastern Europe, the Balkans or Russia, selected by ASN, the Studium Europy Wschodniej and the Centre for Eastern Studies (OSW)
6. in exeptional cases: the support in finding money necessary to finance travel costs for panelists from Central Asia and Transcaucasia

All the details concerning funding will be given on our web site beginning from May 1, 2004, after the Program Boards will have completed their work. Participants from the East are encouraged to apply to international foundations for the refund of travel costs.

Advertisements/Exhibitors
The exhibition of Polish and East and Central Europe publishing houses active in the field of regional studies will take place during the Special Convention. ASN will offer its latest publications at a separate stand. During the book fair, an exhibition of Polish non-governmental organizations active in the post-Soviet area will be held.

Reviews of Polish films and concerts of Polish classical music are planned. It will be possible for participants to attend concerts of the Mozart Festival, which will be held in Warsaw in July, 2004.

For those interested, the Studium Europy Wschodniej can offer tours to Belarus, Lithuania, Ukraine and the district of Kaliningrad. The cost will be known by Spring 2004. Please take into consideration that the majority of participants from Western countries need separate visas to Belarus, Ukraine, and Kalinigrad. The Studium is not responsible for providing necessary documents.

Convention Papers
The convention papers will be available for sale at the Convention for 1 € apiece, according to ASN Conventions' old tradition.

Membership Subscription to ASN
A yearly membership to ASN is $60 ($35 for students). Members receive the journal Nationalities Papers quarterly, the periodical Analysis of Current Events (ACE), and the newsletter ASNews twice a year, as well as a registration discount at the ASN Annual World Convention. ASN Members also have the option of subscribing to Europe-Asia Studies at the cut-rate of $60 yearly. A membership form can be downloaded from ASN web page (http://www.nationalities.org). APPLICATION INFORMATION
The Studium and the ASN are accepting proposals for panels or individual papers. The forms for proposals together with the application form are attached below. We kindly ask participants who don't wish to present any paper at the conference to fill in the application form. The forms have to be e-mailed to Jan Malicki at the Studium Europy Wschodniej, asn.studium@uw.edu.pl , with the subject: "Forms". All forms must be included as attachements IN THE BODY OF A SINGLE EMAIL.

Please fill in the forms in Latin alphabet!
If audio-visual equipment (overhead projector, PowerPoint, VCR) is required, please indicate so in your application. Please understand that not ALL video/technical requests can be accommodated.

Applicants must abide by three golden rules:
*No participant may be listed more than once on a given panel
*No participant may present more than one paper at the convention
*No participant may appear more than twice in the convention program
