Policing in War, Post War and Transitional Societies in Europe and in the Americas

Police and social transformations are closely interrelated. The Police is not only passively affected by (civil) war, revolution and other transformations, police can also actively contribute to all these transitions, which in turn not only change the tasks and practices of policing but also influence the relations the police holds to other governmental institutions, to the military, militias and paramilitary organizations. In many of these transitions, which may be shaped by violent confrontations, the police are confronted with social movements (incl. labor movements), which often have to cope with different types of states of emergency (Ausnahmezustände).

This year the colloquium on police history does not only address the upheavals which appeared after both world wars but also aims t integrate other transformations including long lasting phases of decolonization. As always, we will also have an open section where research projects on other topics of police history can be presented and discussed.

Conceptually an interdisciplinary, cultural and social historically grounded police history, which transcends the boundaries of nation states, can integrate new results of violence research into space-sensitive actor-oriented case studies which employ a broad spectrum of praxeological approaches. Moreover, the narrative turn (see narrative criminology) can elaborate new perspectives on stories about the police and about policing. (Trans-) Local, national resp. transnational transfers and entanglement but also comparative perspectives are still much needed fields of study.

The following topics might be of special interest:
- Policing in different phases of social transitions
- Repercussions of phases of transition on the police, on police culture, and on the culture of policing
- Police and social movements
- Police under different states of emergency (Ausnahmezustände)
- Integrating the police into the remembrance of violent transformations and of military dictatorships

Polizei in Kriegs-, Nachkriegs- und Übergangsgesellschaften in Europa und in den Amerikas

Polizei und gesellschaftliche Umbrüche stehen im engen Wechselverhältnis. Polizei kann von (Bürger-)Kriegen, Revolutionen und anderen gesellschaftlichen Transformationen nicht nur passiv betroffen, sondern auch aktiv daran beteiligt sein. Im Zuge dieser komplexen Wandlungen verändern sich Aufgaben und Tätigkeiten der Polizei ebenso wie das Verhältnis zu anderen staatlichen Institutionen sowie zum Militär, zu Milizen und zu paramilitärischen Organisationen. Diese bisweilen auch gewaltsamen Umbrüche verlaufen oft in Auseinandersetzung mit sozialen Bewegungen (incl. Arbeiterbewegungen) und sind gerahmt von Ausnahmezuständen.

Im Mittelpunkt des Kolloquiums sollten nicht nur Umbrüche nach den beiden Weltkriegen stehen, sondern auch andere Transformationsphasen einschließlich längerfristiger Dekolonisierungsprozesse. Zudem ist wieder eine offene Sektion vorgesehen, in der Forschungsprojekte ausserhalb des Schwerpunkts zur Diskussion gestellt werden.

Konzeptionell kann eine kultur- und gesellschaftshistorisch fundierte Polizeigeschichte, die nationalstaatliche Grenzen über- bzw. unterschreitet, Ansätze der neuere Gewaltforschung (kommunikative und ordnungsstiftende Funktionen von Gewalt) in raumsensible und akteursorientierte Fallstudien umsetzen und dabei u.a. praxeologische Ansätze erproben. Auch die narrative Wende (z.B. narrative criminology) kann neue Perspektiven auf (Erzählungen über) Polizei wie auf polizeiliches Agieren eröffnen. Auch (trans-)lokale, nationale sowie transnationale Transfers, Verflechtungen und Vergleiche stehen nach wie vor aus.

Mögliche Themenfelder wären:
- Polizeiliches Agieren in verschiedenen Umbruchphasen
- Wirkungen von Umbruchphasen auf Polizei und Polizeikultur
- Polizei und soziale Bewegungen
- Polizei in verschiedenen Typen von Ausnahmezuständen
- Einbindung der Polizei in die erinnerungskulturelle Aufarbeitung (gewaltsamer) von gesellschaftlichen Transformationen und von Militärdiktaturen
