B01: Mechanisms of Social Policy Diffusion:
Ideational Dynamics of Inclusion and the Political Legitimation of Beneficiary Groups
Project Description:
The Collaborative Research Centre 1342 (CRC 1342) "Global Dynamics of Social Policy", funded by the German Research Foundation (DFG) since January 2018, examines public social policy in a global and historical perspective. In the second phase of the CRC (January 2022 - December 2025), research will focus on how social policy programs have evolved in terms of coverage and generosity after their adoption. The CRC is divided into two project areas: Project Area A consists of six projects that examine the coverage and generosity of eight social policy areas across the globe. The eight projects of project area B examine dynamics related to coverage and benefit generosity in selected countries and regions from all continents. In an information infrastructure project, the Global Welfare State Information System (WeSIS) will be developed further.
Project B01, based at the University of Bremen and led by Frank Nullmeier, Johanna Kuhlmann and Delia González de Reufels, investigates the ideational dynamics of inclusion and exclusion of social groups in social security systems. It examines the temporal sequencing of group constructions, the legitimation patterns that have been historically developed to justify the inclusion or exclusion of certain groups, as well as the causal mechanisms at work in the determination of group constructions and the diffusion of legitimization patterns. The research questions are explored by focusing on the risks of unemployment, old age and death in 20 countries as well as the ILO, with special attention to the exchange of ideas.
Responsibilities:
The doctoral researcher will analyse the ideational dynamics of inclusion and exclusion in different countries and write a doctoral thesis based on this research that includes a case study of Spain. Furthermore, the doctoral researcher will contribute to building a dataset on the temporal sequencing of group constructions in different countries. The doctoral researcher will collaborate with the three Principal Investigators and one postdoctoral researcher.
Requirements:
- M.A. Degree in political science, history, or a related social science
- Interest in comparative social policy in a global and historical perspective
- Interest in qualitative text analysis
- Good organizational skills as well as the willingness and capacity for teamwork
- Very good knowledge of English and Spanish (B2 level or better)
- Working knowledge of or willingness to learn German
